Traffic police station for Puttur

(TOI)MANGALORE: It was literally a Christmas Day gift for the Puttur sub-divisional police. Their boss and Home Minister Dr VS Acharya played Santa Claus for the police at Puttur, Kadaba as well as Vittla inugurating the new buildings for Puttur Town as well as Kadaba police stations, and laying the foundation stone for the new building for Vittla police station. Inaugurating the new building of Puttur town police station, Acharya said the government has sanctioned a traffic police station for Puttur town, which is growing as one of the biggest towns in Dakshina Kannada district. This new police station will become functional from 2010, Acharya added.

The new station in all likelihood could be housed at the old Puttur town police station, sources in the police department stated.

Acharya used this occasion to announce that measures would be taken to curb illegal trafficking of cattle and other illegal activities that take place in areas bordering Dakshina Kannada and neighbouring Kasaragod districts.

At Kadaba, Acharya said plans by the government to start 56 new police stations across the state have been placed on the backburner in the aftermath of devastating floods that hit parts of North Karnataka. The government instead will go ahead and open 25 out of the proposed 56 police stations, he said adding steps will also be taken to recruit required number of personnel to the fire and emergency services, and the Home Guards.

23.12.2009: Session reports

Debate: Why destroy public property?

Of late it has become a fashion to damage/ destroy public property like buses/ police vehicles. Live media coverage of such events further adds to the problem.

Tax Money is simply wasted in this manner. Most of the time such anti social activities are inflicted by a non tax payer!

What is the solution?

Women and children are most exploited, vulnerable: Acharya

''Education is an important factor that helps to increase the ratio of the parameters in the human development index,'' said Home Minister Dr V S Acharya.

Speaking after inaugurating the two-day conference on ‘The Law Relating to Persons Vulnerable to Exploitation-Indian Perspective’ organised by Karnataka Institute for Law and Parliamentary Reforms (KILPAR), Bangalore in association with Vaikunta Baliga College of Law here, he said that people with physical weakness, inadequacies and mental disability, those who are less informed and those residing in the remote areas are the groups that are let down from the development and modernisation process. Education was instrumental in making Udupi district less vulnerable. Recent changes enabling reservation in education and employment opportunities has resulted in countless beneficiaries of the provisions. Changes have helped rural kids to get educated. Udupi district owns the credit of being number one in the HDI criteria besides being the district with lower infant mortality rate, he said. Founder President of KILPAR Dakshina Murthy said that the institute is keen to promote awareness programmes on law and constitutional related issues among the masses. Attempts are made to reach out to the public in a simpler manner. The institute has brought out 20 publications and is planning to release additional 32 publications shortly on the issue. People are less aware regarding the vulnerable classes of the society. The discriminated people are kept out of the opportunities of nation building, he added. MIC Honorary Director Dr M V Kamath said that women and children are the most exploited and vulnerable class. Trafficking of women and children has become a worldwide phenomenon. Human trafficking in India has substantially increased in the recent years. As many as 70 thousand million sex workers are engaged in the trade in India. About 30 percent of them are below 20 years of age, out of which majority are between 15 and 18. A rough estimation of an NGO shows 20 percent of 2 million sex workers are minors. Even though India has excellent frame work of law supported by State legislations, the uncertainty still prevails on whether we can stop all these activities legally. Media plays a corrupt role supporting pornography. Do we need this sort of journalism?, he articulated. Laws have to change. Concentration on social changes needs to be hiked, he said. Udupi: Congress, JD(S) living under illusion- Acharya

Udupi Dec 20: Home Minister V.S. Acharya said on Saturday that the Congress and the Janata Dal (Secular) were living under an illusion of forming the government in Karnataka.Dr. Acharya told presspersons that the Bharatiya Janata Party (BJP) government in the State was stable. Asked how many seats the BJP would win in the Legislative Council polls, he said, “We will win a good number of seats and reach double digits this time.” On his meeting with Governor H.R. Bhardwaj on Friday, Dr. Acharya said that he met the Governor every Friday to brief him.A few people met Mr. Bharadwaj on December 15 and drew his attention to a Bill seeking a ban on cow slaughter and the Government’s failure to act on the Lokayukta’s report on mining. As regards the Bill, Mr. Bhardwaj reportedly told the delegation that it came under the purview of the legislature. However, there were reports that the Governor was upset over the alleged inaction on Lokayukta’s report on mining. Dr. Acharya had briefed Mr. Bhardwaj about the action initiated by the Government on the report. “Our Government has not issued a single mining licence since coming to power,” Dr. Acharya said.

Asked about the call given by the head of the Pejawar Math to stop work on the 1,015-MW coal-based power plant at Yellur, Dr. Acharya said that since the project had been cleared under the single-window system, there was no need to seek licence from the local gram panchayat. The first unit of the UPCL would be commissioned in April. “A coal-based thermal plant with required safeguards is the safest compared to units working on other sources of energy,” Dr. Acharya said. An example of Clever reporting by the media...

Pastor: masterminds a church attack!

Five held for attacking church at Humnabad

BIDAR: The police on Thursday arrested five persons, including a pastor, in the church attack case reported a month ago. According to the police, Vasanth Kumar, the mastermind behind the incident, had planned get himself transferred to the very church he attacked. Kumar had served as pastor at Beersheba Church in Humnabad before beingtransferred to another church at Basanthpur village in Gulbarga district on June 20, 2009. Having lost interest to serve in Basanthpur church, he hatched a plan to attack the Beersheba Church with the help of his friends Sunil Baburao and Deepak Bhola. He "allegedly" offered them to pay Rs 10,000 and paid Rs 1,000 as advance. Sunil and Deepak in turn sought the help of Mallikarjun Swamy and Manjunath, the residents of Teachers' Colony off Anakuni Road. The police caught Sunil first and during the interrogation, he spilled the beans. (Note that the above mentioned report headline cleverly fails to mention that Vasanth Kumar is the Pastor of the church which was attacked!)

See the BIASED reporting in the media when the incident was reported...

Bangalore, Nov 18 (IANS) A church in north Karnataka has been vandalized and a cross, doors and windows have been damaged, police and church authorities said Wednesday.Vasanthkumar, the priest at the church in Humnabad in Bidar district, about 700 km from here, told reporters that the attack must have taken place late Tuesday and the damage was noticed Wednesday.

"It looks like a deliberate act of desecration as nothing has been stolen," Vasanthkumar said.

He said the cross on top the church, the main door and windows have been damaged.

The police visited the church and registered a case on the complaint lodged by the priest.

In September last, more than 15 churches were vandalized in different parts of the state by pro-Hindu activists, protesting alleged conversion activity by missionaries. (See how the editors pass sermon here...blaming the Hindu organizations without any basis!)

Gyms across State to keep policemen fit

Bangalore, Dec 18, DHNS:
Home Minister V S Acharya on Friday said the government was contemplating to open gymnasium centres at all important cities across the State to help policemen maintain good physical health.

He was speaking at the valedictory of the Bangalore City Police Annual Sports Meet at the City Armed Reserve (CAR) South ground at Adugodi.

“It is a tough task to serve in the police department. The policemen can deliver results only when they maintain good physical health. Hence, the government is thinking of starting gymnasium centres at all important cities to help the policemen to work out everyday,” he said.

Indirectly referring to the police lathicharge on farmers recently at Chamarajnagar and Davangere, the Minister advised the policemen not to worry about certain incidents reported while maintaining law and order. “Some vested interests are targeting the police without any reason. During recent incidents, the police acted as per law. Hence, they need not pay attention to such criticism,” the Minister added.

The government had equipped the police department with sophisticated weapons and arms to control terrorist activities. Amount for police welfare fund would be increased from Rs 50 lakh to Rs 1 crore in the coming budget, Acharya promised.

The Bangalore City police top the list in the state in terms of performance. During the past few years, responsibilities of the City police had increased manifold due to expansion of the City’s outskirts. Hence, the police should work with more dedication and determination, he averred.

The City Police Commissioner Shankar M Bidari and other senior officers were present.

Cartoon of the day

by Prakash Shetty (from media mirchi)

When the national media houses are busy crying hoarse (with 6 column coverage on front page- thus adding fuel to the fire) on an attack on a church grotto in village near Udupi...
here is a response reproduced from Daijiworld.
Gladson from Brahmavar writes...Gone are the days when devotees interceded saints to protect them from dangers! Now the Saints seem to be asking people to protect them! Why blame BJP, Congress or anyone when we have failed to restrict our own black sheep? Though the prevailing situation makes us easy to find fault with political parties and their chelas, let us not forget that we have enough people within our community who know how and when to take advantage of the situation. An incident that took place some months ago near Mangalore is a nice example. We can brush it off saying it is just a stray incident. But bottomline is that our clergy and laity leaders who feel comfortable hanging on to each other's garbs, often give enough reasons for at least a handful of people to have grouse. Leaving aside this, why can't we spend some money to provide the church premises with ample security? We spend crores on marble floors and sandlewood doors and a few lac on presbyteries. But fail to secure the building or appoint on security guard. While the critics can always argue as what one security guard can offer, let us not forget that his presence can make a lot of difference. We have locked up God within the church in such a manner that it becomes extremely difficult for Him to come out or shout for help when He is attacked!! Sad that when we enjoy a secure sleep inside our houses, our God has been exposed to attacks. He sent His Son 2000 years to rescue us but we don't have one security guard to protect Him now!

Boost for Fire & Emergency Services

BANGALORE: An estimated Rs 6.41 crore will be spent on revamping fire and emergency services in the state, over the next three years, as part of the Centre-mooted Rs 200 crore country-wide initiative for “strengthening and modernising” these services.

Home Minister V S Acharya on Wednesday said a Central grant of Rs 5.13 crore is available for the state, which will pitch in Rs 1.28 crore to the plan, which involves a cost-sharing ratio of 70:30. Fifty one new fire stations, sanctioned in 2005, are expected to be functional before 2011, Acharya said. He said that this year, the finance department has also sanctioned direct recruitment of 1,854 personnel for the existing vacancies. The break up is 45 station officers, 137 driver-technicians, 313 drivers and 1359 fire fighters.

Puja allowance for temples hiked after decades

BANGALORE: After nearly 40 years, the government has hiked the tasdik - an annual allowance given to temples in the state to conduct pujas.
"We have decided to grant Rs 6,000 each annually to 3,600 temples to enable priests meet daily puja expenses," religious endowment minister V S Acharya said on Wednesday.

According to officials, the tasdik had remained constant since 1970, when a scheme was formulated to meet the maintenance expenditure of muzrai temples, particularly in rural areas.

Earlier, a delegation had met chief minister B S Yeddyurappa claiming that the grant, ranging between Rs 5 and 10 per day, was inadequate to maintain thousands of muzrai institutions in rural areas.

Considering this, Yeddyurappa had directed officials to issue a government order. "Initially, we wanted to provide a tasdik of Rs 12,000. But the finance department turned it down. If the financial position improves, we will double the grant next year," Acharya added. (TOI)

Citizens should cooperate with police: Minister

(TheHindu)
Bangalore: Home Minister V.S. Acharya on Tuesday called upon people not to violate rules and take the law into their own hands under any circumstances. Such things would only increase the work pressure of the police department, which is already over-burdened with the task of tackling terrorism and related activities, the Minister said.

Speaking after inaugurating a seminar on “Citizens Role in Policing” organised by Karnataka Rakshana Samiti, the Minister said it was important for citizens to cooperate with the police in maintaining law and order in the State.

Stressing that law and order and infrastructure development are co-related, the Minister said: “Countries such as Indonesia, Thailand and Malaysia, which were lagging behind us some years ago are now in the list of developed countries. If you all vow not to violate law and start it right from the road where you tend to jump a signal, our State will also soon be a front-runner in all aspects,” he added.
