ಇದೇ ಸಮಯದಲ್ಲಿ ನಾವು ಚಿಂತಿಸಬೇಕಾದ ವಿಚಾರ:ಪರಿಸರದ ಹೆಸರಲ್ಲಿ, ಜನರ ಪುನರ್ವಸತಿಯಂತಹ ಸೂಕ್ಷ್ಮ ವಿಚಾರಗಳಲ್ಲಿ ಅನಾವಶ್ಯಕ ವಿರೋಧ/ ಭಯ ಹುಟ್ಟಿಸಿ, ವಿದ್ಯುತ್ಉತ್ಪಾದನಾ ಘಟಕಗಳನ್ನು ಕರ್ನಾಟಕದಲ್ಲಿ ಆರಂಬಿಸದಂತೆ ಒಂದು ವ್ಯವಸ್ತಿತ ಲಾಬಿ ಕಾರ್ಯಾಚರಿಸುತ್ತಿದೆ! ಈಗ ಕೆಲಸ ಆರಂಭವಾಗಿರುವಲ್ಲಿ ಕೂಡ ಪದೇ ಪದೇ ಅದೇ ತಡೆ ಓಡ್ದಲಾಗುತ್ತಿದೆ. ಈ ಕೆಲಸದಲ್ಲಿ ಸ್ವಘೋಷಿತ ಪರಿಸರ ತಜ್ಞರು/ ವಿಜ್ಞಾನಿಗಳು , ಮುಂದುವರೆದ ದೇಶಗಳ, ವಿದೇಶಿ ಹಣ ಪಡೆದು ಕಾರ್ಯಾಚರಿಸುವ ಏನ್ ಜಿ ಓ ಗಳು ಕೈ ಜೋಡಿಸಿವೆ! ವಿದ್ಯುತ್ ಶಕ್ತಿ ಎಲ್ಲ ಬೆಳವಣಿಗೆಗಳಿಗೆ ಮೂಲ ಶಕ್ತಿ. ಸಣ್ಣಕೈಗಾರಿಕೆಗಳು ಪರಿಸರ ಸ್ನೇಹಿ. ಕರಾವಳಿಯಲ್ಲಿ ಮತ್ಸ್ಯ ಉದ್ಯಮಕ್ಕೂ ವಿದ್ಯುತ್ ಬೇಕು.(ಐಸ್ ಪ್ಲಾಂಟ್ , ಶೀತಲೀಕರಣಕ್ಕೆ). "ಬುದ್ದಿವಂತರ" ನಾಡಾದ ಕರ್ನಾಟಕ /ಕರಾವಳಿ ಪ್ರದೇಶ ಅಭಿವೃದ್ದಿ ಆಗುವುದನ್ನು ಸಹಿಸದ ಲಾಬಿಗಳ ಬಗ್ಗೆ ಜನ ಎಚ್ಚೆತ್ತರೆ, ಅಭಿವೃದ್ದಿ ಸಾದ್ಯ.

The government will soon train bank officials and defence personnel about cyber crime.

Speaking at a conference of heads of the south zone of Crime Branch, Criminal Investigation Department (CB-CID) in Bangalore on Thursday, home minister V S Acharya said NASSCOM and state cyber crime police will hold the training programme. Acharya suggested that the police in South India should have a common website where information regarding human trafficking, counterfeit currency, drug peddling and cyber crime can be exchanged. The one-day conference was chaired by Corps of Detectives DG D V Guruprasad, who deliberated on issues like human trafficking and missing persons. The conference also discussed ways to sensitize police, prosecution and judicial officers, and the role of NGOs. Andhra Pradesh IGP S Umapathy said human trafficking is a Rs 25-crore per day business in the country. While Maharashtra tops the number of reported cases, West Bengal is second. Though poverty is one of the reasons for trafficking of girls, it's not the main cause, he added. "Many times, girls from Karnataka are found in brothels raided in Pune." The conference was attended by representatives from Andhra Pradesh, Kerala, Tamil Nadu, Goa and Maharashtra. (TOI)

BANGALORE, Jul 29: the Legislative Assembly on Wednesday passed the Karnataka Control of Organised Crimes (Amendment) Bill, 2009, to include the act of terrorism as organized crimes and to provide deterrent punishment of death or imprisonment for life and fine of Rs. 10 lakh for committing an offence.

Minister for Home V S Acharya, who explained objectives of the Bill, said the Bill was introduced to amend the Karnataka Control of Organised Crimes Act, 2000. It envisages the attachment of property of the accused pending investigation; and increase the period for filling the charge sheet from 180 days to 365 days, he said.

Stamp Bill :The Assembly also passed the Karnataka Stamp (second amendment) Bill, 2009, to reduce the stamp duty on sale transactions of all kinds of immovable properties, including agricultural lands, from 7.5 per cent to six per cent. Chief Minister B S Yeddyurappa announced this proposal in the 2009-10 budget. The Bill was aimed to replace the ordinance promulgated by the Governor, Minister for Revenue G Karunakara Reddy said.

The House also passed the Karnataka Prevention of Dangerous Activities of Bootleggers, Drug-Offenders, Gamblers, Goondas, Immoral Traffic Offenders and Slum-Grabbers (Amendment) Bill, 2009; the Indian Penal Code and the Code of Criminal Procedure (Karnataka Amendment) Bill, 2009; and the Karnataka Essential Services Maintenance Bill, 2009.

Dr. Acharya said the Karnataka Prevention of Dangerous Activities of Bootleggers, Drug-Offenders, Gamblers, Goondas, Immoral Traffic Offenders and Slum-Grabbers (Amendment) Bill, 2009, provided for detention of persons who are engaged in any of the activities as a video or video pirate habitually for commercial gain, which affect adversely the maintenance of public order in relation of cinematograph film.

The Minister said the Indian Penal Code and the Code of Criminal Procedure (Karnataka Amendment) Bill, 2009, was introduced following the directions by the Supreme Court. It was aimed to check unauthorised occupation of government premises by government employees. There are instances where the government employees continued to stay in government premises after the service of notices served upon them to vacate the same, he said.

Dr. Acharya said the Karnataka Essential Services Maintenance Bill, 2009, was considered necessary to prohibit refusal to work in certain essential services connected with production, generation, storage, transmission, supply or distribution of water or electricity, transport services for the carriage of passengers or goods by motor vehicles or employment. Bangalore , Jul 28 Karnataka government today introduced an amendment bill in the assembly to include acts of terror under the purview of organised crimes and provide for deterrent punishment of death or imprisonment for life.The Karnataka Control of Organised Crimes (Amendment) (KCOCA) Bill, 2009, introduced by Home Minister V S Acharya, also provides for attachment of property of the accused pending investgation and to increase the period for filing of chargesheet from six months to one year. It also seeks to provide for fines of Rs ten lakh for committing an act of terrorism. Acharya also introduced a bill bringing crimes relating to video and audio piracy under the stringent Goonda Act, fulfilling its promise to the Kannada film industry. Karnataka Film Chambers of Commerce has been pleading the state to include offences of piracy under the Goonda Act.

Luck runs out for conning duo
BANGALORE: They identified themselves as the home minister's son-in-law and gunman and asked for favours. They even trapped an assistant commissioner of police. But they were caught when somebody alerted the police commissioner. CCB sleuths have arrested conmen Sujendra (27) and Govindaraju (40). The former, from Udupi district, which is also the home town of home minister V S Acharya, stays in RPC Layout, Vijayanagar. He runs a hotel and mobile shop in Gandhinagar. Govindaraju, from Krishnanandanagar police quarters, is a constable from CAR North and is with the VVIP security wing. Sujendra's friend wanted a seat at Seshadripuram College for I year commerce and sought Sujendra's help. The latter and Govindaraju approached the ACP plan, introducing themselves as the home minister's son-in-law and gunman. The duo told the ACP they wanted a college seat for the gunman's son, saying the home minister was himself looking after the son's education! The officer tried to get a seat but since the boy had poor marks, he couldn't get admission. Meanwhile, the police commissioner received a letter about the duo and alerted CCB sleuths. (TOI)

Workshop on Cervical Cancer Prevention

Workshop on cervical cancer prevention conducted by conducted by Dept of Obstetrics and Gynecology (OBG),Dept of Radiotherapy and Oncology, of Kasturba Hospital, Manipal and Manipal branch of FOGSI and Lions Club of Manipal.
Kasturba Hospital, Manipal is the first hospital in Karnataka to start a social initiative on awareness of cervical cancer and in a few years this part of Karnataka, in all probability will become free of the disease, said home minister V S Acharya. He was speaking as the chief guest in an awareness meet on cervical cancer on Saturday conducted by the department of obstetrics and gynecology (OBG), dept of radiotherapy and oncology, Kasturba Hospital, Manipal and Manipal branch of FOGSI (Federation of Obstetrics and Gynecological Societies of India) and Lions Club, Manipal. He added that Udupi has the lowest infant mortality of six in 1,000 which is one among the best in the world. Dr Pratap Kumar, professor and head of the department of OBG emphasized that cervical cancer is the most common cancers that affect women's reproductive organs. It is the leading cause of death in women in India. About 500,000 women worldwide die of cervical cancer annually. India alone contributes to 100,000 cases annually. Most of cervical cancers can be completely prevented by simple tests. It is the easiest cancer to be prevented by simple screening measures. Half of the cases occur in women between the ages of 35 and 55, thanks largely to the pap test, which has decreased the death rate from greatly over the last 40 years. Dr Vidya Sagar, professor and head of department of radiotherapy and oncology said that pap smear services are free for rural women which is being funded by his department. Raviraj Bhandary, president of Lions Club highlighted the services to the community undertaken by the departments of OBG and radiotherapy and oncology in promoting pap smear. (TOI) (The Hindu)

Congress-JD(S) members, however, walked out of the House over the issue. Defending the decision, Acharya said 955 cases, including criminal offences lodged against former ministers, legislators and political leaders, have been withdrawn by governments since 2001. Over 420 cases were withdrawn in 2005 when Dharam Singh was at the helm of affairs, he added. "We have shown generosity not only towards our leaders but also of the opposition - Siddaramaiah and T B Jayachandra.''

9,437 posts vacant in Police Dept: Minister
As many as 9,437 posts of various categories, including IG, DIG and SP were vacant in the Karantaka Police Department, Home Minister V S Acharya informed the Legislative Council, here today.
Replying to a querry from Congress Member Nazir Ahmed, during Question Hour in the House, the Home Minister informed as many as 9,437 posts including that of IG and DIG and SP's, remained vacant and efforts were being made to fill up the vacancies on priority basis.
Stating that the Home Department had got permission to fill the vacancies and the process had been initiated in this direction, he said the State Government had decided to set up a dedicated and independent intelligence wing to support Anti-terrorist Squad and Coast-Guard to take on Maoist groups in the State.
''Karnataka is the first country to utilise cent per cent grant given by the centre to set up Coastal Security Police stations,'' he said.
Denying that people were facing difficulties in getting registered their complaints at Police Stations, the Home Minister also said efforts were being made to lodge a complaint through E-mails. (Mangalorean/Sanjevani)

Sea Erosion: Point & Counter Point

A tax paying citizen, has mailed this letter...hope this starts a healthy debate on the topic...
Every Monsoon...there is a hue & cry raised over the issue of sea erosion...It is true that the houses, coconut trees and at times the roads are washed away by the sea. However, there seems to be an "industry" related to sea erosion...
Facts which need to be verified:
1. Whether the houses/ property damaged by the sea are legal? (CRZ or other land regulations)
2. Whether the compensation has been availed during earlier monsoon?
3. Whether some people "maintain" some sea side properties, just for compensation? Do they construct houses in the same place, after obtaining compensation?
4. Is there any vested interest involved in blowing this issue out of proportion- get emergency funds sanctioned- and have massive stone laying into the sea?
5. Is there an audit of activities to prevent sea erosion done in the past?
6. How many crores of rupees have been spent on these futile exercises? What is the number of people benefited by these activities?

Green Walling sea erosion:
Bengaluru, July 9: A holiday by the sea is always idyllic. But the holiday resorts and hotels that offer these relaxing getaways could be silent predators on the coastline, destroying it without seeming to, if they have not bothered to follow the rule of the law on the distance they should maintain from the sea. Heavy and unregulated land use is today leading to increased sea erosion with every passing year along the state’s 300 km long coastline, causing concern among marine scientists and ecologists.Sea erosion has been increasing every year in regions where the traditional ‘green walls’, barriers against the advancing sea, have almost disappeared due to encroachments and other activities in the name of development, observes biodiversity expert Harish R. Bhat.“Unfortunately the state has failed to effectively implement the Coastal Regulatory Zone Notification rules, 1991 and allowed structures to be built very close to the shore to promote tourism and development. This has increased the rate of erosion,” says V.N. Naik of the department of marine biology, Karnatak University, Karwar. Explaining the phenomenon of sea erosion, he says it takes place when a change in the wind fans the tides, causing high waves, which ultimately advance on to land, if there is no barrier to prevent them.Every year lakhs of rupees are spent on raising stone walls along the coast to stop sea erosion, but as most of them are unscientifically built, they hardly help in stopping the advancing waves. Marine scientists now feel that a green wall or green barrier, an age old deterrent to erosion, is the only solution to the problem which is increasingly causing them concern. Pointing out that the planting of the right mixture of creepers and trees along the coast has proved successful in keeping the sea at bay for hundreds of years, they think this time tested method could work again.“Dumping of granite stones is not an alternative as it increases erosion in some ways. The green wall concept is the best solution we have,” says Mr Bhat.Fortunately, the government appears to be listening. The Western Ghat Task Force will soon try out the green barriers to stop sea erosion in Udupi, Karwar and Dakshin Kannada, where it is becoming a reason for worry.“Stretches of the coastline in a couple of villages will be demarcated to construct the green walls. They will be built over the next few months with the active participation of villagers and marine scientists. A high-power committee headed by the environment secretary will be formed to monitor the green barriers,” explains the chairman of the task force, Ananth Hegde Ashisara.But while green walls could stem sea erosion in the areas they come up in, the government obviously needs to do more to ensure that the coastline is protected. It cannot afford to delay anymore on implementing its own coastal regulations to ensure that heavy land use does not alter the coast beyond recognition as it is beginning to do already.

Udupi, Jul 21: The programme of offering ‘Baagina’ to Swarna River, the lifeline of the district that provides drinking water to citizens across the district, here was held on Tuesday July 21 morning. The ceremony was held for the first time in the history of the town and will be continued every year hereafter. State home and district in-charge minister Dr V S Acharya accompanied by his wife, gave a beginning to the tradition of offering of ‘Baagina’ to Swarna River, a gesture to convey gratitude of the people for the abundance of drinking water, on Chaturdashi day, Tuesday July 21.

Green Police:Friendly Tourist Police


BANGALORE, JULY 20, 2009: Perhaps, for the first time in the country, Karnataka government’s Tourism Department has decided to deploy an exclusive security force called the Green Police in 30 tourist places to ensure the safety and security of tourists visiting Karnataka.
The security force would offer protection to tourists in cases related to robbery, attacks on tourists and molestation and any other incidents. Several ugly incidents have been reported from different parts of the State which led to reduction in number of tourists.
Chief Minister B.S. Yeddyurappa on Monday launched the Green Police force at a simple function in front of Vidhana Soudha and said the force, comprising ex-servicemen and Home Guards, was the first such security agency in the country raised to protect tourists. In the first phase, a 150-member force would serve to provide security for the tourists at key destinations in the State.
The Green Police would be given separate uniforms and deployed at tourist places such as Badami, Aihole and Mysore, Hampi, religious places, and the beaches. However, the Green Police have no powers to take action against culprits and they will act as coordinators of security between tourists and the nearest police.
The Chief Minister said the Green Police force would instil a sense of security among the domestic and international tourists visiting different tourist spots in the State.
Home Minister Dr V.S. Acharya said Green Police personnel, who would be deployed for 24/7 vigil at tourist places and will serve the tourists as friend and guide.
Tourism Minister G. Janardhan Reddy said that the Green Police will not be an alternative to the existing State police. Tourism Secretary K. Jothiramalingam, and top Police officials were present.

Acharya all praise for Dakshina Kannada

Bangalore, July 20, 2009: The Home minister Dr. V.S. Acharya had all praise for the Dakshina Kannada district when he met the Bunts Association of Bangalore on Sunday. He said this district has emerged as a role model for the rest of the country in terms of Human Development Index, which indicates the progress of human life.
Felicitating the South Canara Association of Bangalore, on its golden jubilee Dr. Acharya said that the Human Development Index rating is done on the basis of the various facilities available in the particular area under index rating exercise. Some of the thumbnail aspects were availability of health facilities, education, cleanliness and infant mortality rate. The Human Development Index of the country has rated Dakshina Kannada district among some of the best districts of India.
Appreciating Dakshina Kannada for its contribution to the country’s economic growth, Acharya said Corporation Bank and Canara Bank have the history of 100 years of service to the region and the country much before the liberalisation process. He said these banks have left an imprint overseas as well.
Dr. Achraya appreciated that Dakshina Kannada had an exemplary record of linguistic harmony. In Dakshina Kannada district people spoke more than three languages like Kannada, Tulu, Konkani and Beary but there had been no division on the basis of language nor any social disharmony was experienced due to linguistic diversity so far which means the Human progress had been on the right direction..

Udupi district: Negative population growth


Udupi, Jul 20: Home Minister V.S. Acharya said on Saturday that Udupi district topped the State in controlling population growth. He was speaking at the World Population Day function organised by the Department of Health and Family Welfare here.
Dr. Acharya said that Udupi district had a negative population growth of minus 25 per cent in the State, while Dakshina Kannada district had minus 20 per cent population growth. But Koppal district had a 2.5 per cent and Bangalore 5 per cent population growth, he said.
The infant mortality in Udupi district was six per 1,000 compared to eight per 1,000 in western countries. Even the maternal mortality in the district was low, but life expectancy was high. “High rate of literacy has led to decline in population growth in Udupi district,” he said.
The family planning programme in the country had passed through many phases. In the 1950s the slogan was: “Hasten the first child, delay the second and stop at the third”. After a couple of decades, the emphasis was on having two children and the current day trend was to have one child. “But one child will always feel lonely. It is better to have two children as they can share their feelings and grow together,” Dr. Acharya said. He said that seven districts in the State were backward in terms of health and other parameters of human index. They were: Bidar, Gulbarga, Raichur, Koppal, Bijapur, Bagalkot and Bellary. The State Government was spending a lot on civic amenities in these districts, he said.
Speaking at the janaspandana at Kunjal village near Brahmavar, Dr. Acharya said that 467 petitions of the 629 received there had been cleared. The rainfall in Udupi district was the highest in the last 34 years. Consequently, some people had lost their lives and many had lost properties. The Government had released Rs. 5 crore for relief work to the district. Repair of roads in the district would be given priority, he added.

Flood situation assessment

Udupi: Home Minister Dr V S Acharya on Sunday said he had instructed the district administration to submit a complete report to the government on the damage due to rains and floods so that maximum funds could be released from both the state and the centre under calamity funds. Addressing a press meet after meeting officials on the damage caused by the rains since Jul 6, Acharya, also district in charge minister of Udupi, said both Udupi and Dakshina Kannada district are the worst affected by the recent rains. Udupi district, the highest rain fed area in Karnataka, had received 1250 mm rain in July after a 39 year gap,with the total damage at over Rs 30 crore. The district had received 200 mm rain in a single day, he said. He said the government had released Rs five crore each for immediate relief works to six worst affected districts, including Dakshina Kannada and Udupi, Rs two crore each to five districts and Rs one crore each to remaining 18 districts, totalling Rs 58 crore. He also visited the severe sea eroded area at Ermal Bada in Udupi district earlier in the absence of Chief Minister B S Yeddyurappa who cancelled his visit after the aircraft returned due to bad weather condition. Acharya said that the Chief Minister, soon after reaching Bangalore, had instructed him to hold meetings in Udupi and Mangalore and send an interim report by evening today about the damages in the two districts. Based on his report, the Chief Minister would decide on the quantum of additional funds to be released after discussing it at the cabinet sub-committee meeting. He said the administration had also proposed to submit a proposal to the government for immediately releasing Rs 2.06 crore for emergency sea wall protection work in the district, where 1534 metre road and land had been severely damaged at several critical points. Acharya said the government would soon write to the Prime Minister, requesting that two permanent units of the national disaster response force be set up -- one in Udupi and another in Belgaum -- to handle natural disasters. He said the state government had received Rs 12 crore in the last three years under the calamity relief fund, of which Rs 10 crore had already been paid and Rs 52 lakh had been left over. He said he had instructed the district administration to take up all relief measures soon with the release of Rs five crore yesterday by the government. Crime rates are falling: Acharya


Bangalore : The state government will soon convene a meeting of city legislators to seek their suggestions in preventing rising crime. "We will hold a meeting of MLAs in the larger interest of Bangalore,'' home minister V S Acharaya said, agreeing to a suggestion from the legislative council Speaker Veeranna Mathikatti. Reeling out statistics of the last three years, in reply to questions from members, Acharya said: "Despite the drastic increase of population, the crime rate is actually falling in the city.'' He said the police are deriving new strategies to prevent murders especially of home-alone women. "Growing real estate is a cause for concern with regard to crime in the state,'' Acharya added. Kadiyali's Good Samaritan

There are no holidays and pleasure trips at whim for this 57-year-old traffic warden at Kadiyali junction. School holidays are his holidays. A familiar figure for residents and school children alike, T S Aboobaker's service is commendable. And for this he has received brickbats in equal measure as bouquets. And even been called a lunatic and crazy at other times. For the past 30 years, Aboobaker has been reaching Kadiyali junction at sharp 8.15 am, just when traffic peaks. His job: manning traffic at the busy junction and helping school children cross the roads. He is on this job till 10am. And then he is back at the same junction at 4 pm when school leaves and continues till 5pm. And mind you, Aboobaker is not your regular traffic warden from the police department. Yes, he did dream about being a traffic warden as a child. But like many of us never followed it up until one fateful day 30 years ago. While at work, he saw a young school boy being knocked down by a bus. Aboobaker rushed across and carried the boy to hospital. Timely intervention saved the little one's life. And it was then that he decided that he would help school children cross the road safely. Most of the children are from Kamala Bai School and other schools nearby. Aboobaker runs a small business of making seat cushions for two-wheelers and school bags at Kunjibettu. Born in Honnale near Brahmavar he spent his early days in Thirthahalli, later worked in in Darjeeling, Mumbai, Delhi, Kolkata and Nasik, and specialized in stitching rifle box covers. He has been rewarded for his services by NGOs, social organizations and Udupi Krishna Mutt seers.
A prized possessions is the traffic warden's uniform home minister V S Acharya presented him with after a trip from the US, as a token of recognition for his work.
Aboobaker was also bestowed a Traffic Warden badge and honour by former Udupi SP Murugan. He keeps the badge as a treasure. Aboo Saheb or Traffic Saheb as he is fondly called by the locals, is often called to other parts of the town and district whenever there is a traffic jam or during festivals. With his daughters married, Abu Saheb is a contended man. "God has given me enough to have two square meals a day with my small business. I intend to continue to serve as a traffic warden in Kadiyali, and to take care of school children as long as I have strength in my body," he says. Udupi: Home Minister Demands Permanent NDRF Contingent for District

Udupi, Jul 11: District in-charge minister Dr V S Acharya presided over a meeting of the officials at the office of the deputy commissioner here, to review the losses in the district, on account of rain and the relief works taken up thereon.
Speaking later to the mediamen, Acharya said that the estimated losses the district has suffered so far since April 1 this year due to heavy rains is Rs 29 crore. Due to floods, two lives were lost while two others died due to lightning. Because of the chronic sea erosion at Udyavar Padukere, a fisheries concrete road has been damaged, he explained. Acharya also said that he has demanded for a sum of Rs 10 crore from the state government for undertaking rescue and relief works connected with rain.
The home minister urged the Prime Minister to permanently station a contingent of National Disaster Response Force in the district, to cater to the emergency relief works of Udupi and Uttara Kannada districts. It may be recalled, that a team of 90 personnel of NDRF have arrived in the district on Friday July 10 to meet exigencies.
The minister also laid the foundation stone for the residential quarters proposed to be built at Beedinagudde in the city for the civic workers of the municipality, at a cost of Rs 40 lac.
