Home minister V S Acharya said *transfers would be minimum until the transfer policy is framed. * Delegation of powers of handling group C and D employees' service-related matters to department secretaries concerned. This will avoid delay in redressal of grievances on civil service matters. * Recruitment approved of 4,056 guest lecturers to pre-university colleges and 2,581 guest teachers in high schools. * Honorarium of Rs 1,000 increased for 15,000 daily wage employees working in various departments. * Release of Rs 5-crore grant okayed to Kolar milk union, which is expanding its unit with investment of Rs 65.70 crore. * Request will be sent to President Pratibha Patil to permit the state to continue with practice of tahsildars issuing caste certificates for SCs/STs. Supreme Court has sent a directive that only sub-divisional magistrates shall have powers to issue caste certificates. * Recruitment of 28 teaching staff approved in Mysore Medical College to enhance existing intake of students from 100 to 150. The government will approach Medical Council of India to enhance intake from the 2010-11 academic year. * tax concessions upto Rs 80 crore for a three year period to Toyota Kirloskar, which is expanding its manufacturing facility at Bidadi on city outskirts

State on alert The government has sounded a red alert based on inputs from the Centre that three armed LeT men have infiltrated into neighbouring Andhra Pradesh. "We received information from the Centre on Thursday morning. The department has asked all police stations to be on their toes,'' Acharya said. The North-East insurgents arrested in Bangalore will be handed over to the Assam police, he added. (TOI)
